Clearly, as of this am, there are some issues with PQs. I was there on the pull and actively involved (about 8 or 9on the parse) and no loot. 15K status and some bits of copper. Not only that, but additional PQ mobs that should be spawning post kill just aren't there. Seems to be a tendency for one mob to spawn and then it's completely dead.
I got a 9c reward a couple of times in the past week also, and I was there from the pull. I'd be interested to know how exactly it's measuring "participation".
Well, one of the devs said it was set to 95% participation, but that that number would be reduced. He did not say when. I know I participate 100% all the time and I've gotten the same type of reward a few times. So, it really doesn't matter how participation is being measured because it's quite obvious the system is broken.
