Why do some abilities not allow full use of casting speed increase

    Specifically Stream of Arrows, Storm of Arrows, and Natural Selection. There is no difference in the cast times with 51.6% casting speed and 36% casting speed. (storm being 1.0 and stream and selection being 1.5) I am sure that there are other classes with other abilities that cap out much sooner then you would think they should.

    yep, these do have some casting time reduction AAs so guess that explains it

    AA's or other focus effects that adjust the cycle or cast time of an ability apply the benefit after your inherent haste is applied. The maximum benefit that you can receive is to halve the cast time or cycle time of an ability. As an example, take a 3.0s cast time spell, that has an option to receive -0.5s to cast time through aa's. Normally, to get to maximum benefit, 1.5s cast time, you would need 100% cast haste. With including the aa's, you only need to get to 2.0s cast time and the aa's will adjust it the rest of the way to 1.5s. Getting to 2.0s only takes 50 cast haste: 1/1.5 = 0.6667, * 3.0s base cast = 2.0s So in this example, the 5 aa's giving you 0.5s cast haste on that 3.0s spell is functionally equivalent to having added 50% cast haste that applies to that ability only.
