Transmuting supplies

Quick quesiton for ya guys.

As a transmuter do you always need the mana stuff to make transmutted items? I have noticed its very difficult to get my hands on the mana stuff for crafting. Destroying fabled stuff can get expensive. Is there any recipes/items to craft that only require the fragments and powders to skillup?

I thought all the treasured adorns that transmuters make, the various weapon ones, only used the fragments/powders?

Treasured adornments only use powder and fragments.
