Please make the Tinkerer Rebreather - usable by all toons on the account. Make all Tinkerer items HEIRLOOM please.
Perhaps you weren't aware, but many of the tinker items are items that require you BE a tinker in order to use the item. Therefore, making all tinker items Heirloom won't make any difference, you still would have to level up the toon as a tinker in order to use most items anyway. Also, you can try using the commission system to get an item you want, just like with any other no-trade crafted item. It's not difficult to level up a tinkerer. Just get the crafter to level 9, and sit in your guild hall (with the harvest depot) and start crafting. As long as you have the recipes ready, you can simply grind out the skillups. And you know you get skillups even if the recipe is grey, right? If you are dedicated, and have the raws, you can manage to get maxed in a day or two. Good luck. Oh, it does depend upon which is higher, your crafter or adventurer, if you weren't aware (I'm assuming you already knew that tho).
Note that there are inexpensive Totems of the Otter available, player-crafted, that allow one to breathe underwater. Also, the reward from Hadden's Earring can be put on, right-click, "Use", remove, and you have 24 hours of waterbreathing.
