Some toons are erroneously getting the "I would appreciate your assitance, but first you mush become accustomed to your role as an Overseer...." speech, despite having completed the starter missions months ago. It can happen to the first toon on account that tries the quest line and ones with a toon on the same account already on the mission series.
I haven't gotten this message but I did just turn in the step before Altar Addition - Terrok Chant Stone, and received the Overseer but not the chest that the reward list said I should get along with him. It probably would have been junk anyways, though, so not too concerned about it, hehe. Still, it is a bug, so reporting it here.
