Yes, so far as I am aware, A.C.T. is the only parser available. It does not break the EULA because it operates only by reading the logfiles the game has already written to your computer and displays the info from them graphically... it does not automate game play or push buttons for you. As for EQ2Interface.com, every window on your screen in game is XML. The interfaces change the look of those things, not the functionality, don't automate game play, etc. In fact, when you install EQ2, you ALSO get the UIBuilder.exe, which allows you to tweak the XML on your own if you so desire. I've done a handful of small interface tweaks myself, and they're available on EQ2Interface.com.
ACT will put up a mini window that stays on top of your game window. Start ACT. Go to Options, Output Display, then Mini Parse Window. Click the checkbox by Mini Parse Always on Top.
