Forgive me if I seem overly n00b-tastic here, but shouldn't the lifespan of an instance match that of the lockout timer? As it stands right now I can accept new quests for the solo instances, but still zone into the older instances for completed quests from yesterday and two days ago.

I got nothing then lol, sorry. I thought maybe custom UI but the Dungeon Window did not change at all.
These three instances can be reset under the Persistant Instances tab of the "Zones" window (ALT+Z as default to bring this up).
