My provisioner hit L72 this afternoon, and still hasn't capped L71 artistry skill. I usually have it capped by 20% into the level but since RoK came out I am just not getting the skill ups! Is the fact that my provisioner is only a L21 Inquisitor the problem? My Tailor has no problems with skill ups, but that is a L76 Warden. Any clue as to why my Provisioner isn't getting skill ups anymore?
