Because it is a "Typo" in the recipe book and it's listed as Decree VII when in fact it's actually Decree VI Bug reports about this "Typo" in the recipe book have yet to be corrected since PoP launch. If you look back over spells by level, you will see that at level 90 it was Decree IV and at level 100 it was Decree V so at level 110, the correct spell name should be Decree VI. If you sort spells by max level, you will note in your spell book it is indeed Decree VI and it is level 110.
