Rum Cellar Merchant items. Placeholder items or not?

I just want a dev to confirm if the current items on the campaign merchant are placeholders? From what i have seen from the live stream video it was said that they where placeholders?

So all that merchant is good for is a Expensive way to get a single mount and some Fluff Appearance gear you can buy with status . What a disappointment and waste,

I have heard from someone that there is a merchant that sell instance AoM loot for ferins, including Hor'Tvil wrist, debuff earrings etc.. Where is it if it is true? Or it is not? I didn't find it on beta.

it's not true. there's a mechant that sells the rare ToV loot in Vesspyr, but that's it.
