I got war rune Relentless Conviction http://u.eq2wire.com/item/index/2348866385 Most of my proccing items tooltips went up from 2.0 to 2.1 or from 1.0 to 1.1, but Wrist of primal practises http://u.eq2wire.com/item/index/1069059723 shows still proc chance of 2.0, as it did earlier. Why is this? Is the war rune working as intended or is the wrist item bugged?
It is intended. Items with the Bullet "" Cannot be Modified Except by direct means "" notated twice, will not increase with trigger increase mods or spells. So, if you look at that item you just linked and ready the description, it states under the effect and under the proc that it Cannot be modified except by direct means. Items that only have it listed once like :: http://u.eq2wire.com/item/index/2601612481 :: can have the trigger chance modified by Relentless Conviction and other spells similar.
