    I am sorry if this has been covered in another thread, but I cant seem to find it anywhere.

    The tier 2 set bonus has +4 base spell damage. Is this 4% base spell damage or something else? The proc items like the choker list it as a % base spell damage.

    Yep, it's 4% base spell damage increase.
