What mob's drop these and what are the chances?

its not a drop , the recipe is but its crafted
so buy it from broker or have someone craft one for you.

Blueprint: Personal Depots is really cheap on the broker, at least on Halls of Fate.

Yeah the recipe is cheap. Like 10 gold or so i think. Just bought and made one myself the other day. The rares were quite expensive as you need 3 of em and they are running about 500 plat or so each

Harvest the rares in Sundered Frontier or Stonebrunt Highlands.

I was too impatient. LOL

If you're just curious where they drop, I've had several of them drop while doing heroics level 70 and higher. I like the enchanted replicas, so I do the daily chronomission if I don't already have the replica for that day. Many of the ones I have dropped there. If you're level 90+, try the Valiant quests in Paineel. By the time you're done the questline, you probably will have lots of interesting blueprints, but no guarantee it will be the one you want.
