Tried on 3 toons, 2 were already 3 weeks completed and 1 I started from week 1 and it worked fine until I got to the same point in the new quest. I and another person on site at the time tried re-log from desktop, different toon, delete and re-acquired quest, zoned out and back, grouped/un-grouped, etc.

Are you looking at the right fungus? Both toons I did it on, and several other people have gotten past this quest
Nope, not bugged. Climb up one of those tall stumps with the vertical planed surface to get into a tree with shelf fungus. It's right by the lake.
Climb up the first tree on the left when you come to Emerald Lake...there is a npc there and mushroom shelf is behind her
