(I do still have specs of Owlsight in bags) and i can't speak to the npc's regarding it on felfeather isle.
update. I was heading to mara for the herald quest and did a quick search around for the urgent letter and found it! possible it just had not respawned during all the time i was looking before after deleting the quest.
