NotD Overseer Quests and accounts without BoL

Thanks for extending the Overseer quest to All Access accounts without BoL. However, there is an apparently unforeseen problem. We cannot get the NotD overseer quests. The little guy on the Nek Forrest docks just says HI and waves. I am guessing he is looking for BoL access before handing out his quest. That will certainly continue on to all special events. Pretty Please let us acquire these quests! We need minions!

If you use the command /show_account_features do you see overseer listed?

Thanks for the response I do see that this account has Overseer in the list. I am also able to access overseers, just not for NotD.

Thank you for the further information! Hopefully our diligent code staff can figure out why the overseer requirement on the quest giver is not seeing the auto-granted feature.
