   When people are talking about buying spells, what do they mean when they say they are finding them at the "fence?" I've bought spells in East Freeport out on the island thing. Is this the fence?

   The island isnt called a fence. The fence is part of the name of the blackmarket broker
   
   Example: Fence Blah Blah instead of Broker Blah Blah
