This may just be a problem with my account, but it is annoying and may affect others as well. Firstly, thanks for expanding access to Overseers for accounts not having the BoL expansion! My account is very old, going back to 2005. I did not purchase the last two expansions. I stopped at PoP but still play on that account, which is All Access, recurring, and paid through next April or May. The account is flagged for the Overseer function and I can do the standard Overseer quests. However, the Haven Prelude and NotD Overseer quest givers just smile, wave, and babble on. Neither will give me their quests, even though I have completed both the Tradeskill and Adventure quests for the Prelude and should qualify for them. I don't think there is a prerequisite for the NotD, but my characters have various NotD achievements from past years.
