You can do that look without anything special. Black cloak, black robe, assassin class hat. There's just no thigh-high boots though. Item making is only for cloak designs in eq2 as far as gear, and must be approved by soe and then put on the marketplace. There is no 'item maker', it's done with 3d design programs.
