So as the title states, I am new to EQ2 and I am also new to the SK. I hit lvl 10 and I am unsure where to put my points. I want to tank, that much I know, but I do not know where to put them. If it helps I am also an Iksar.
Put them into things that increase your damage. You can change them at any time. More damage = things dead quicker. Another option until you get used to the system is to load the default Solo AA template. Then they automatically get assigned as you earn them.
Use the one provided by Sony depending on your play, Solo for solo play with a merc, or group if you are playing with friends.
