   I cannot farm the cape of vikomt (weak x2) and i have not seen any cloak from x1 (soloable or duoable) mob.

   As Krov said, I prefer the Cloak of Flames in this slot due to the massive 25% haste it gives. You can still tank very effectively with a slot or two w/o mitigation stat.
