So, I ran a toon over to grab the Legacy gear form the trainer. When I examined the gear in the dressing room, it put me in a chest, legs, feet and a hat, but when I bought it, there was no hat. Is there supposed to be?
The legacy gear only ever had chest, legs & feet. If you had a helm on before looking at it in the dressing room or had looked at a helm previously in the dressing room you would still see a helm even if there wasn't one in the set. If you want to see only what is in a set clear the dressing room so you are standing in your undies then view the set in the dressing room.
Thanks FInora, you'd think I'd been around long enough not to make a rookie mistake such as that, but you're right. I'd looked at the packaged brigand armor set as well and the hat carried over.
=) To be fair, the dressing room didn't always behave exactly as it does now. It used to clear back to what you are actually wearing when you closed it. Now it not only saves what you were looking at before, it saves it between characters.
