How does this work exactly?

    Hi all,
    I just saw that item in EQ2U

    \aITEM -284143854 -1979880328:Mindbender's Mantle\/a

    And I can't understand the description. The class cloak gives the potency buff called "Channel", when you equip it (all time) or your group get that group when you cast Channel spell (7,5 mins recast, no duration, so...)?
