Healer Group Cures Need to be Upgraded

Yes I know they can cure everything in game right now.
So why do they need to be upgraded?
A lot of healers now have AA abilties that add effects (like heals) to cure abilities. When it comes to adding effects to the group cure, the power of the effect is based purely on number of AA's in the ability and the level of the group cure. So, with that in mind, the heal attached to the group cure is now 2 level cap increases behind how much it should be since the group cure has not been upgraded since level 70.
