Eq2 should have the city of Haven. An actual city. It could be made for characters who betray but also characters who wish to be neutral. Since its only heard about when you betray and it seems to be such a big secret, this could turn into a opportunity for a future expansion. One idea that I have, that eq2 doesn't have at all, would be to build Haven underwater, much like the city of Atlantis. This game has everything else, so why not create adventures and a city underwater? Granted trying to see where your going underwater kind of sucks, since its always so murky. I understand that they were trying to make it realistic-ish. But since they enjoy re-vamping things, re-vamp the underwater aspect! Just clear it up. Remove the murkiness.
As far as characters being neutral and having Haven as there home city, factions can simply be either halved with every other city (indifferent?) or not at all and allowing players to pick which way they want to go (good or evil) with the possibility of changing their class when they get to a certain part in their faction quest line.
Haven would not be any different then other cities in regards to city quests and faction runs and such, like Qeynos or Freeport. It would have its own history. Its own armies (vagabonds, fishermen, pirates and assorted exiled characters?)
There is so much potential in this idea. What do you think?
