Same issue here. We were grouped for the quest and have not been able to find the stupid lizards. We took care of the mutated rats, and we got two of the five lizards but could not find the other three. After giving it some time, coming back and looking again several times, we finally deleted the quest and picked it up again, hoping that would encourage the lizards to respawn. It did not, so now we're kind of stuck. Very frustrating.
It's an old mob in an old zone and not spawned in relation to the quest. Kill the snakes and hawks in the area as these are the placeholders.
