When equipping the Hua Collectors Star Shard (green rune), the fervor & fervor overcap do not get applied to char stats. What I have tried: 1) Equip, unequip, re-equip 2) Equip, zone, unequip, re-equip 3) Take runes off and reapply. Re-equip The fervor does apply when equipping Spiritstone of Collected Ballads (green rune). It also correctly applies when equipping the Tol'ren set.
What zone were you in? If you examine the Hua Collectors Star Shard description, it will tell you the zones that it will work in. Unfortunately, it does not work in BoZ zones.
I was in Splendor Sky. If they do not work there, then why are they in the beginning armor box? That just doesn't make sense.
