n00b question, If I buy CoE do I get access to all previous packs? Or do I have to buy each one separately?
Same answer, as in some other threads..... You get every xpac, but not AoD since its a freature pack oO
I don't recall seeing that CoE would include anything else. Anyone got a link showing that it includes DoV? Otherwise my assumption is it remains that all up to SF are free, and DoV, AoD, and CoE are all separate.

It won't include Age of Discovery. That is a stand-alone feature expansion, so you will need to purchase it separately.
