I've tried relogging my character, bringing a different character in without the quest and the mobs simply aren't in zone to be found.
I believe the deer in EL are placeholder spawns (as are those in Thundering Steppes IIRC), which means you have to kill another mob type (and I don't remember which type, unfortunately) to get them to spawn. I hope this helps. (I'd kill everything in sight and wait for a respawn.)
I have confirmed that thicket deer do spawn in the Enchanted Lands, but they may not be up after another player hunts them. (Not all quest targeted mobs are 100% respawn in older world zones.) MikeBob2023's advice was sound. I too would suggest you hunt other animals in the vicinity where the deer tend to spawn. Hopefully this brings them out of hiding. ~ Kaitheel
