Characters below level 85 can't do Oceansfull Festival?

I must be missing something? I'm level 52 and can't even do the opening quest for Oceansfull Festival because I need to kill these reeling icicles that scale to my level but here's the catcher.. they are surrounded by level 90 heroic mobs. Seriously?

Hmmm, I didn't think of that. So without help, you have 1-80 pretty close to locked out with those icicles being where they are. I was actually planning on running my lower levels through all the quests today. Will be interesting to try not to die getting a few icicles....><

Ended up dying a few times but managed to get to one of the griffon station and there were 2 icicles around it with no other enemy mobs around so should be ok if you can get there at least.
