"Call Of" spells not 30 min recast?

Anyone else notice that the tooltip says that the Call of (Freeport,Qeynos,Neriak,Etc) says it's a 30 min recast and 10 second cast time but when you use the spell the recast is greater than 30 min and the cast time seems well over 10 seconds? I could have sworn these spells were changed in a recent GU. The tooltip says so but the actual spell seems to not be changed.

Adding a new picture. I believe I found the problem, the call spell is using a weird pvp template. When you check the pvp box..you see the true nature of the spell. Pvp server only bug possibly?

These ones are also using a pvp template of 60mins.

This is a bug and has been fixed internally. It should be live with the next Game Update.
