Those items are from the "Panda Quests" (originally called the "Days of Summer" event and now called "Panda, Panda, Panda") - see https://eq2.fandom.com/wiki/Days_of_Summer on the wiki for more info. These quests require a subscription to do, and they have to be done in order starting from the very beginning, but for each quest you complete, the rewards are unlocked for the entire account. The Shadowed Excursion gear is from the 2020 quests (although not all of the gear is listed on the wiki.) You should be able to see the gear on the merchant Pas Yu in Sundered Frontier.
