Decided to make my own thread on this since it would probably get lost in the other thread. Shioni (Barter and Exchange Merchant) at the Wanderer's Dock in Phantom Sea has the various armor sets. However, many of the armor pieces have the wrong quest requirements listed on them. For example, the Fathom Leather Sleeves has a quest completion requirement of "Coin in Remembrance" or "Corrupting the Blessed", neither of which exist in the quest-line. The quest that awards the shoulder item is called "Redemption's Folly". It's one of many items on the merchant that are wrong. I /bugged it in game related to this single item because it's the one I want.
