This appears to be bugged. I went to Tellar Blackswell and received the quest for 2013 Rummage for Answers. Completed the quest and realized he did not offer me the starter quest in the series. This locks me out from getting this achievement because he will not offer me the Black Swill for Blackswell quest now that leads into the Deep within Hammerhall requirement.
Black Swill for Blackswell ian't repeatable. Go directly to BBM to get the Deep within Hammerhall quest and you're good to go
