I have this in my ammo slot normally. It does not stack with the new 25th Anniversary Defensive aug. So, I started looking and it's not actually impacting any of the items it is supposed to boost. Attack, Heal Amount, Spell Damage. Nothing changes. Has this Ammo slot item been completely broken now?

Not a bug. The Ammo slot has never carried stats, and only the skill% mod functions. Turn it into an aug and you get the stats. Also, you only get the highest %mod of items you have equipped. If you choose the 10% anniv aug, you forego the 5% from the tear. It's best to select the offense aug or a spell-casting aug, and retain the 5% tear defense mod.
