You may have to throw a bottle at him to get him to start. When the quest is popular, he's singing all the time because someone was throwing bottles at him to get him to start. If he's not singing, drink a Brasse's Bitter Brew and you'll get a bottle on your cursor. Right click the bottle while having Galdorin targeted and you'll throw the bottle at him. He should start singing in a minute or two after that.
Every time I run this task for an alt to get the stein, I always think of that scene in The Blues Brothers where they're singing in the country bar behind the chicken wire and everyone keeps throwing bottles at them.
