I see the emote in my log every 60 seconds -- the spell should be on a 60 second CD -- but every time I zoned back into Time the snare/DoT effect was on me instantly. I have multiple instances in my log where I'm taking the DoT effect without accompanying text saying that the spell has been cast on me. I think we streamed this raid, so we probably have video of it, though not intended to capture this specifically.
Tallon has multiple different "barb of tallon" aoes that are actually different spells, right? I don't think the cooldown on one individual effect ever applied to the whole range.

That's more representative of how this fight has gone for the previous twenty years. He has three separate spells, one of which is the Barb of Tallon line that has four sub-effects. They've always shared a cooldown, and which one you get each cast is random.
PLane of Time Bert also casting his AE very quickly last night in Time. Listed as a 60 second cooldown on various resources but was casting Black Plague every 6 seconds
