I think they were only dropping in raid chests in beta. So it's either an oversight or an intentional change.
Agreed. And it would be nice if non-raiders could have a chance to get them, too. But that might also be a reason for the change if it is intentional.
We got one on the Kanghammer chest, so the oversight definitely made it live. Wonder what we didn't get as a result, as well...

Poor design and time poorly spent by DB leadership. The devs could have instead spent zero time not making this change, simultaneously resulting in players having more content to complete (i.e., separate farming of raid trash for augs). It's always nice when additional content can be created or sustained with zero time investment. Then this time could have been put into fixing something that was actually broken. DB leadership needs to get on the common sense train to support their devs properly, to in turn support the community with more time availability for changes that actually need to be made.
If its chest only than it stands to reason that this should be vendor sold with raid coin. Simple fix add it there.
Great suggestion--that would be acceptable. But again, time is being spent on alternative sub-par unnecessary changes, rather than devs spending zero time that results in increased/sustained content for players.
Added to the Test patch notes ... - Devotee's Focus of Legacies Lost will now drop off raid base population in Laurion's Song raids rather than chests.
Glad to see they came to their senses, and increased content for players by doing absolutely nothing (i.e., stop spending time on changing these augs to drop from chests). Now players have more to do, and more fun to be had with zero effort required. Good job DB!
