Vaniki and Rain of Fear

It says max level becomes level, but however on Live it is not level 90, but higher ?

Not sure what you are asking but Rain of Fear took the level cap from 95 to 100 when it was launched

But what about the items, they start at 90+ and some have level 100 requred ?
so what happens if some wanna transfer to another server ?

They have adjusted the level requirements on the server so that you can use them 10 levels below the required level meaning at level 90 you can use all of those items. This is how the server has been working since launch.

A little incorrect there is no level required only level restricted so you can wear gear at any level, not just 10 levels below.

If you transfer to another server the level requirement returns, so you will need older gear or you need to level up to the required level.

This is correct, there is however still a level recommendation on gear, so you don't receive full stats on a high level item at level 1. Granted, what you do get is still quite significant and makes twinking out low levels a real joy, and will only continue to make lower level raid /achs more viable with reduced numbers going into the future as better gear becomes available
