I am the Drakkin race. That means I can get a special ability from a dragon named Draton`ra, Master of the Void. The quest is found here: https://everquest.allakhazam.com/db/quest.html?quest=3676 The problem is I can't get the quest. He just keeps telling me "I will not tolerate Drakkin who do not walk in the shadow" There are several prerequisite quests, all of which I have completed. The last of these is the quest named "Vakk`dra's Shadow", so I don't think this is the issue. In fact, after I completed this quest, the NPC told me to go to Draton`ra next. Please help! Thank you.
For dragon breath ZAM is a bit fragmented on the info and a bit inaccurate. You are talking to the black dragon and you aren't black heritage, or you are missing some faction. Each of the dragons could have a different pre-requisite for talking to you, and you did the one for the black dragon which may not actually be correct for you so it may be incorrect you are directed to Draton`ra, it's only because you did his pre-quest and thats what the quest output is. https://everquest.fanra.info/wiki/Drakkin
I think you are right! I am Red, and I just got a new quest from Councilmember Ithakis - which I think will lead me to the Red Dragon. Bless you!! I will update this post (for future people that search), if this is indeed correct.

Thank you for the other ideas. They were not needed. The only problem is I did the wrong prerequisite quest line. Each Council member will direct you to a different dragon (based on heritage/color).
