They are rarer spawns, try killing different mobs, sometimes player sites get the info wrong as to encounter tables.
Could not reproduce this. Manticores appear to be spawning normally in Eastern Wastes on the Test server.
Just do Everfrost LDoN's if you need them for slayer. Skip the ones in the old mine shaft, do the ones in the magical laboratories.
