It's been changed since then. On Aradune and Rizlona it unlocked the day GoD unlocked. if my memory serves, on Mischief it unlocked at GoD but several hours late, presumably because someone set a flag wrong. There was all sorts of chatter on the TLP forum about multiple picks of the tutorial zone, which many had not seen before.
Game Update Notes: August 16, 2017 *** Progression Servers *** - The tutorial will now unlock when Gates of Discord unlocks. EDIT: I swear this crappy forum gets harder to search for anything, took me ages to re-find this patch note, the search tool is utter rubbish.
Someone forgot to set a flag again, probably happened at server launch. I have my fingers crossed this is seen and acted on before the weekend, but not holding my breath either. There are at least a few of us waiting to roll there until this is fixed.
Thanks, did a web search every which way I could. I've submitted the change to the ZAM Progression Servers wiki page so it's accurate and linked going forward. It had Original listed.
