Fixed Internally Rathe Archivist in Rathe Council Chamber

The Quest NPC gives the task/dz for Rallos Returns expedition, but when trying to zone in, he has an extra line of text (same as Capt Nalot in Iceclad) and won't zone you in with the response of "go."

[Wed Apr 19 17:33:51 2023] The Rathe Archivist squints at you through one eye, the other covered by a metallic eyepatch. 'Garrr. What `ave we here? Another beller yellied land blubber eh? By the looks of ye, someones mudder didnt know when ta throw a bad fish back. HAR HAR!'
[Wed Apr 19 17:33:51 2023] The Rathe Archivist says, 'Very well. Do what you must to preserve the power of the Rathe Council, and prevent that power from falling into the hands of Rallos Zek.'

I can see the patch notes now:

-The Rathe Archivist in the Rathe Council Chambers for the Rallos Returns raid will no longer roleplay as a pirate from Iceclad Ocean and will once again zone players into the raid zone.

As a progression raid, thats used to advance in the xpac, this needs to be hotfixed asap!

It is only fair to delay Underfoot an additional week due to this progression breaking bug

or since its a regular farm raid for head/feet and bis earrings..it should just be fixed anyway..maybe underfoot should be delayed!

please hotfix this. its one of the things people low man to farm molds / ears

how....? it's 2 months into the expansion. this 1 raid delays nothing for anyone nowadays in order to warrant a week delay of an expansion smh
