Focus effects get enabled with Luclin. So, Yelinak won’t have them on release but Vaniki will. -Muscle
They do not seem to worried about the class imbalances. Monk and Chanter's will be kings of the hill and overpopulated for the entire busy healthy life of the server. Yeah they both get tuned into line eventually but not till most people have left the server anyway. Focus effects would help Wizards and such but I guess they ae viewed as ok as is by the dev's.
I think its more to help the non-casters be a little less helpless. I wish they would buff to balance as needed rather than nerf but that ship has sailed.
