Looks like if this item ever existed it was removed from the game a very long time ago, I can't find any trace of it ever having existed.

Gone a very long time even in 2009.

Don't think there is much chance of that reappearing, though to be fair maybe some decent item should drop from it other than vendor trash and a single quest item.

I suspect this item never really existed and is just a fiction created by an Alla poster.

Could have been a GM event one time only thing... . But yeah, even way back, the only thing it dropped was higher tiered Gems/Jewelry/Research.
