Planes of Power spells have usually been researchable when PoP unlocks, but not this go round. The level 65 scrolls did not drop until later. It was just lv61-64.

In addition, spells that are normally not available for purchase until later are unlocked now. I.E. Remove Greater Curse and Remove Curse are on PoK vendors when they are normally not available for purchase until LDoN is unlocked on adventure vendors, and not in PoK until much later.
