The best way to figure out if something is broken on live is to test it on the Test server which most likely has a different patch active compared to live.
Live and Test are almost always completely synced except for the 1 week between Test-patch to Live-patch. And when they do actually get out of sync (if they hotfix live etc.) they update Test pretty rapidly to match. Point is- Test is not actually a good method to "test" what OP is concerned about. A log analysis pre/post the hotfix on Selo would be the most accurate way to evaluate the claim.
