Cant figure out how to get into the macro thing

I have just been googling for an hour I must be dumb... I just want to get into the window to set up the macro. All I can find is info on how to write macros. I can write macros I just can't remember how to get into it...

Type /hotbutton *name* and it will create a hotbar button for you to customize.

If you're looking for a way to do it through the interface instead of shortcutting like TheFroggles has told you, you go to the Socials tab of the Actions window.

The Actions window is the one with the buttons Find, Invite, Disband etc....
The last tab of the Actions window is the Socials tab. Click on that tab and you'll see that all the buttons are full probably (which is the case by default). Use the little arrows near the top to go right to page 2 and there should be some empty buttons. Right click one of those empty buttons and that will give you the macro interface for that empty button, which you can name and program.
