Seeking clarification on newbie armor

Sorry using the terms many here have... with sarcasm (doesn't work well on message boards)

I remember Questing Hometown Race/Class Newbie armor quests when Shadows of Luclin came out. I don't remember there being newbie quests being introduced when Planes of Power came out.

I'm pretty sure there was racial tradeskill made armor around sol/pop. However, it was nothing like the DoN tradeskill stuff. Much lower power.
The quested newbie armor is rediculously powerful compared to any other low level gear. It really shouldn't be in the game until people stop playing at low levels.
