Had a few of these drop in Acrylia Caverns tonight. They are marked as no trade but has no other tags. It seems like it should have a Quest tag Alla claims it's used in a quest called Pristine Acrylia Shards https://everquest.allakhazam.com/db/quest.html?quest=2441
It's not directly turned in, it makes another item that is used in the quest that has the quest tag, so no it doesn't get a quest tag. There's plenty of responses from devs that's how they view the tagging process (an item used in a recipe that does not make a TS skill check is not a tradeskill item, so an item not turned into an NPC is not a quest item). https://everquest.allakhazam.com/db/item.html?item=59705
